First ICANN PICDRP Standing Panel Determination

David J.A. Cairns has been appointed to the first Standing Panel under ICANN’s Public Interest Commitment Dispute Resolution Procedure (PICDRP). The purpose of the PICDRP is to evaluate, at the request of ICANN, the compliance of a Registry Operator with their public interest commitments in their Registry Agreement with ICANN.
David J.A. Cairns was appointed to a Panel to evaluate the compliance of the .FEEDBACK Top Level Domain. The Panel’s evaluation dated March 14, 2017 has been published by ICANN as an annex to its Notice of Breach of Registry Agreement sent to the Registry Operator: see link
As the first PICDRP case, this evaluation has already attracted comment in the trademark and Internet media.
David J.A. Cairns has considerable experience as counsel and arbitrator in trademark and internet disputes. He is the author of a textbook on the remedies for trademark infringement. He has acted as an arbitrator in four arbitrations pursuant to WIPO’s Expedited Arbitration Rules, and has issued three expert determinations pursuant to ICANN’s new gTLD program.
